The Pennsylvania Higher Education Assistance Agency (PHEAA) is pleased to announce that PHEAA’s Vice President of PA State Grant and Special Programs, Elizabeth McCloud, has been elected by her peers to serve as the next president of the National Association of State Student Grant & Aid Programs (NASSGAP).
NASSGAP is a non-profit created to promote, strengthen, encourage, and enhance high standards in the administration and operation of state student grant and aid programs. “NASSGAP plays an important role with postsecondary state aid programs, as the association facilitates the development and exchange of information, ideas, policy positions, procedures and needs for its member agencies around the country,” explained Ms. McCloud. “This provides an opportunity for state aid programs to learn from each other, and stronger state aid programs lead to better postsecondary educational opportunities for students. Additionally, NASSGAP works with the U.S. Department of Education and associations with similar goals to collaborate around changes in the postsecondary education landscape and how best to serve both state workforce needs and student needs in pursuit of their educational goals.”
Elizabeth will begin serving her 3-year term in October 2023, as President-Elect during the 2023-24 academic year, as President during the 2024-25 academic year, and as Past-President during the 2025-26 academic year. She first became involved with NASSGAP in 2015, when she joined PHEAA’s PA State Grant & Special Programs department. “The membership was immediately welcoming and helpful and, as a result, it was not long before I was invited to become involved as chair of the Federal Relations Committee,” she shared. “A couple of years later, I was asked to become co-chair of the Conference Committee for the 2022 and 2023 conferences. I’m now honored to have been nominated and elected to the 3-year term as President-Elect.”

I’m honored to serve NASSGAP in this capacity and proud to represent Pennsylvania and PHEAA.”
