Association for Health Reimbursement Arrangements Anticipates Growth

The HRA Council, the 501(c)(6) trade association for defined contribution benefits including Health Reimbursement Arrangements, welcomes Eugene Sayan as the incoming Chairman of the nonprofit’s Board of Directors.

Sayan assumes leadership at a pivotal moment in the organization’s growth, with new educational initiatives underway and an expanding membership driving the adoption of Individual Coverage Health Reimbursement Arrangements (ICHRA) and Qualifying Small Employer Health Reimbursement Arrangements (QSEHRA). ICHRA and QSEHRA adoption is revolutionizing the landscape of employer sponsored insurance.

With more than 30 years of experience building and nurturing technology solutions for health plans, their distribution networks, and government agencies, Sayan serves as Founder, Chairman, and Chief Executive Officer of Softheon and its subsidiary companies W3LL and CITIZ3N. He is responsible for guiding the company’s mission of Making healthcare more affordable, accessible, and plentiful for all Americans.

Founded in 2021, the national HRA Council represents an ecosystem of carriers, brokers, administrators, enrollment firms, benefit technology, fintech, and employers. The Council’s core mission is education, and one of its most anticipated annual publications is the “Growth Trends in ICHRA and QSEHRA” data report. Since 2022, the Council has set industry benchmarks for HRA adoption among U.S. businesses, including insights on how employees are empowered to choose the best health coverage for themselves and their families.
